Remove support for adding --signoff on commit.
Future support will use an incompatible generic mechanism.
* vc-git.el (vc-git-add-signoff): Remove variable.
(vc-git-toggle-signoff): Remove function.
(vc-git-extra-menu-map): Do not bind vc-git-toggle-signoff.
